Hawaii Neighborhood Outreach to the Aged (HiNOA)

An important underlying philosophy by which Palolo Chinese Home (PCH) has been guided for over 100 years is to provide healthy aging and familial support that nurtures the body, mind and spirit of residents and their families, and to provide these services at the highest quality possible while maintaining the most reasonable cost. This means providing services in one’s community residence without compromising quality of care.

The Hawaii Neighborhood Outreach to the Aged Program (HiNOA) is a community-based, integrated provider network to services senior individuals who wish to remain in their own homes for as long as possible.

HiNOA is based at Palolo Chinese Home (PCH, in the residential community of Palolo Valley on Oahu. Its Good Neighbor Concierge Referral Services is a community service available to anyone seeking assistance and information on caregiver and senior care. HiNOA can help link people to community services and providers, including Palolo Chinese Home’s own Adult Day Care, Overnight Respite Services, Home Delivered Meals, Residential House Cleaning.

The goals of HiNOA are to:

  • Provide pertinent information and referral for needs identified by a caller;
  • Reduce costs for the frail elderly by providing choices in services and frequency of service in their own homes;
  • Provide support for families, increasing the capacity of the family to provide on-going care to their loved ones, thereby reducing family stress;
  • Promote health and wellness by raising awareness and reducing demands for premature institutional admissions;
  • Maximize independence and choice, and promote social and civic engagement.

 "Persons-In-Need” Grants Available

You or a family member may qualify for outreach services. For a limited time, PCH may use funds from “PIN” grants for outreach services to the community. The grant  supplements community-based programs for frail residents 65 and older who qualify financially for assistance.

Meals-to-Go

To assist seniors living at home, Palolo Chinese Home’s meal delivery service provides nutritious meals, prepared in Palolo Chinese Home’s kitchen to meet prescribed dietary needs. Meals are available for delivery at lunch and dinner Monday through Friday. The cost varies depending upon the delivery area. Home Cleaning Service

To assist frail seniors living at home by maintaining a safe and clean environment.  Qualified seniors will receive bi-weekly cleaning at an affordable price greatly subsidized by the PIN Grant.  PCH management will work closely with clients to ensure satisfaction.  Home cleaning staff will be trained and insured.  All cleaning products and equipment will be provided by PCH. 

Home Care

To provide companionship and chore assistance with meal preparation/cleanup, socialization, exercise, reminders and light housekeeping at home.  Errand and overnight sitter services can be provided.  Personal care including bathing, toileting, eating, and transferring are also available to enhance quality of care and quality of life for seniors and caregivers.

Home Modification & Equipment

To provide comprehensive assessment and installation of necessary equipment and modifications to improve accessibility and safety at home.  Falls and related injuries are the #1 cause for rapid deterioration and placement into a facility.

As an only child with two young children and aging parents to care for, I am fortunate to have found the Palolo Chinese Home Adult Day Care program.  Being a full-time caregiver to young children and elderly parents has been challenging and often exhausting. I appreciate that the day care is open seven days a week as it has allowed me to do fun, educational and recreational activities with my children, all the while knowing that my parents are well cared for.  The facilities at Palolo are clean and safe, and the staff members are cheerful and genuinely care about my parents.  When my father passed away last year, they were kind enough to reminisce with me and shared their own memories of him -- it made me feel as though they thought of him as part of their family too. My mother, who suffers from Alzheimer's, continues to attend the program daily.  She has found comfort in the routine and feels safe with the staff. They have supported her since my father passed away and even play hanafuda with her -- something that she looks forward to!
